The Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR) require employers to control the risks to safety from fire, explosions and substances corrosive to metals.
Dangerous substances can put peoples' safety at risk from fire, explosion and corrosion of metal. DSEAR puts duties on employers and the self-employed to protect people from these risks to their safety in the workplace, and to members of the public who may be put at risk by work activity.
Does your business require a DSEAR assessment?
If your business stores, uses or produces dangerous substances that could create a risk of fire, explosion or similar energetic events, you may be legally required to undertake a DSEAR assessment under the Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR). This applies to a wide range of workplaces, including manufacturing facilities, workshops, warehouses, commercial kitchens, garages, agricultural premises and any environment where flammable liquids, gases, vapours, combustible dusts or other hazardous substances are present. A suitable and sufficient DSEAR assessment identifies the associated risks, determines whether hazardous areas exist, and recommends appropriate control measures to help protect people, property and ensure legal compliance.

What does DSEAR require?
The Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR) require employers and responsible persons to identify, assess and control the risks arising from dangerous substances that could cause a fire or explosion. This includes substances such as flammable liquids, gases, combustible dusts, aerosols, LPG, fuels and certain chemicals.

Identify and classify areas of the workplace where explosive atmospheres may occur and avoid ignition sources (from unprotected equipment, for example) in those areas.

What are dangerous substances?
Dangerous substances are any substances used or present at work that could, if not properly controlled, cause harm to people as a result of a fire or explosion or corrosion of metal. They can be found in nearly all workplaces and include such things as solvents, paints, varnishes, flammable gases, such as liquid petroleum gas (LPG), dusts from machining and sanding operations, dusts from foodstuffs, pressurised gases and substances corrosive to metal.
Examples of Dangerous Substances.
FUELS
Fuels such as petrol, diesel, kerosene and LPG can present significant fire and explosion risks if not stored, handled and managed correctly. A DSEAR assessment identifies these hazards and ensures appropriate control measures are in place to reduce the risk to people and property.
DUST
Combustible dusts such as wood dust, flour dust, grain dust and metal dust can create explosive atmospheres when dispersed in the air. Our DSEAR assessments identify dust explosion hazards, assess existing control measures, and provide practical recommendations to reduce the risk of fire and explosion.
FLAMMABLE LIQUIDS AND AEROSOLS
Solvents, paints, thinners and aerosol products are commonly used across many commercial and industrial premises and can release highly flammable vapours during storage and use. Our DSEAR assessments identify the associated fire and explosion risks, assess existing control measures, and provide practical recommendations to help ensure compliance with the Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR).
HYDROGEN AND BATTERY CHARGING
Hydrogen gas may be released during the charging of lead-acid batteries, creating a potentially explosive atmosphere if allowed to accumulate in poorly ventilated areas. Our DSEAR assessments evaluate battery charging locations, ventilation arrangements, ignition sources and control measures to ensure the risks of fire and explosion are suitably managed in accordance with DSEAR.
Which Industries Require DSEAR Assessments?
DSEAR regulations apply whenever there is work being carried out by an employer (or self-employed person) or if a dangerous substance is present (or is liable to be present) at the workplace.

The findings of this DSEAR assessment have been presented in a clear and structured format to assist the Responsible Person in understanding the hazards identified, the level of risk and the measures necessary to achieve compliance with the Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR).
Where deficiencies or opportunities for improvement have been identified, these have been translated into practical recommendations and prioritised within the accompanying action plan. Hazardous area classifications, where applicable, have been clearly documented together with the justification for any zoning decisions.
This report should be retained as part of the premises' fire and health and safety management system and reviewed whenever there are significant changes to dangerous substances, work processes, plant, ventilation arrangements, or following any incident that may affect the validity of this assessment. Periodic review is also recommended to ensure the assessment remains suitable and sufficient.
