The Regulatory Reform (Fire Safety) Order 2005
Where the Fire Safety Order applies, the Responsible Person must ensure that necessary fire precautions are maintained. This includes keeping relevant fire doors in effective working order and good repair through suitable maintenance arrangements.

The Fire Safety Act 2021
The Act clarified that the Fire Safety Order covers flat entrance doors between domestic premises and the common parts of multi-occupied residential buildings. These doors must be considered in the building’s fire risk assessment.

The Fire Safety (England) Regulations 2022
For residential buildings containing two or more domestic premises and common parts, with the top storey more than 11 metres above ground level, the Responsible Person must:

Check communal fire doors at least every three months.

Use best endeavours to check flat entrance fire doors at least every 12 months.
The checks include self-closing devices. Records must be kept of efforts to check flat entrance doors, including cases where access was not obtained.
Relevant residential buildings with common parts also have duties to provide residents with fire door information, regardless of height.
The 11-metre threshold does not remove the wider duty to maintain fire doors in lower buildings.
Routine checks or a detailed survey?
The routine checks required by Regulation 10 are simple checks for damage and effective operation. Government guidance says appropriately instructed staff can carry them out; a specialist survey is not automatically required at every interval.
A detailed survey can help where defects have been identified, the suitability of doors is uncertain or the fire risk assessment recommends further investigation.
